pre-installed apps are gone after factory reset

I have new iPads that are managed in Airwatch. They came with pre-installed apps, numbers, pages, keynote, garageband, iMove, iTunes U. I needed to do a factory reset on them and when I completed the set up wizard the pre-installed apps did not return. These iPads do not have an Apple Id as I am pushing the apps out from the Airwatch console and since iOS 9 I an Apple Id is not required, therefore there are not any apps found in the iTunes store under the purcashed tab. Please advise on how to get the apps back on the home screen. Thank you
